Tanjung Bin Power Sdn Bhd [Reg. No.: 199801002890 (459016-X)] (“TBPSB”), a subsidiary of Malakoff Corporation Berhad [Reg. no.: 200601011818 (731568-V)] (“MCB”), invites companies with relevant and sufficient experience as well as resources to participate in the tender exercise as follows:

Key Mandatory
Requirements

  1. Tenderer is duly registered with Suruhanjaya Syarikat Malaysia and/or equivalent company registration from respective country.
  2. Tenderer shall attend a mandatory Tender Briefing and Site Visit.
  3. Tenderer shall submit duly executed Form of Tender, Litigation Form, Integrity Pact and Declaration of Beneficial Ownership.
  4. Strong financial capability to perform the contract based on the assessment by TBPSB i.e. audited financial statements, management account, bank statements and banking facilities (if applicable).
  5. Commitment to empty the ash ponds at TBPP with estimated available 3.4 million ton of MA by 31 December 2032.
  6. Confirmation to offtake the BA and MA at purchase price on RM/MT basis payable to TBPSB.
  7. Having a track record in recycling or utilising BA from coal combustion by-product.
  8. Tenderer shall submit proposal which includes the concept or process of utilization of the BA and MA in emptying the ash ponds.
  9. Comply with the tender documents without any deviation.
  10. Overseas companies are permitted to participate in the tender, by providing proof of a binding commitment to form a JV company with a Malaysian company that has necessary experience and/or capability to liaise with relevant authorities, such as the Department of Environment, and can comply with item 1 – 9.

Maximum of 2 representatives from each tenderer are allowed to attend Tender Briefing and Site Visit. The tenderer’s representatives shall be equipped with the following personal protective equipment (“PPE”) during Site Visit:
1. Safety Helmet
2. Safety Shoes
3. Safety Goggles/ Glasses
4. Working Jacket
5. Earmuffs/ Ear Plugs

  1. Bottom Ash and Mixed Ash are classied as Scheduled Waste (SW104) as defined under the Environmental Quality (Scheduled Wastes) Regulations 2005, enforced by the Department of Environment (DOE) under the Environmental Quality Act 1974.
  2. All cost and expenses incurred by the tenderers in relation to this tender exercise shall be borne by the tenderers.
  3. TBPSB reserves the right to accept or reject any tender, to terminate this tender exercise, or to reject part or all tenders, without having to provide any reason and incuring any form of liabilities.
